District Four

It's hard to find a place in District Four that isn't near water. Its denizens have always taken advantage of that, and traditionally most have been master fishers, catching enough to keep them rich even in the days of extreme Capitol tariffs. Though fishing is still popular, building boats has also become rather important, and this district has started working hand-in-hand with District Five to create efficient trade routes.
