District Seven, in the north, is known for its coniferous forests, but that doesn't mean there are no trees in the rest of Panem. Mixed, deciduous, and coniferous forests can be found throughout the country, and for those who know them, they can provide a source of food and shelter. It's not even illegal anymore.
