District Twelve

Though the past few years have done phenomenal things for the mountainous region once known as Appalachia, a century of poverty cannot be erased in five short years. As a result, much of District Twelve is still very poor. Financial aid and reconstruction have helped (as has the expansion of their major industry to include not just coal but oil, gems, and other natural resources), but it can't reach everyone, and many still go to bed hungry.
